Your #1 fan: Is it right to report a manager you work with for excessive gambling to senior management?
His problematic gambling is contributing to low production in our department and we haven’t met our targets. He is becoming a bookie. What are your thoughts? If I report him, he will most likely be fired.
Yes he is gambling on the job.

Its a gamble as to who will get fired next! A snitches life expectancy is very short.
You have to look at it in another way… Who’s benefit will it be if he gets fired? Yourself? ur co-workers? are are you just mad at his habit and wants to fire him? If i were you, i will report him if it gives myself certain benefit. Like salary raise, protecting ur job, or sitting on his chair urself after hes gone.
If things would only be the same even tho he gets fired, then dont do it just cuz you hate him.

Make sure that you have some kind of proof so that you don’t come over as a trouble maker. Keep your head down. I am sure that his bosses have noticed there is a problem.
Go discretely to a senior manager or his boss and indicate your concerns and show them your proof. State that you want the best for the company. Ask them to keep it confidential. Leave and never tell anyone at work or contacted with work what you have done.
In this way you are protected from all the gossip and witch hunts that may happen.
I am guessing that he will be offered help first.

If his problem is affecting the work in the department then you should report the problem to HR. Don’t try to get evidence on him. In most cases all the HR department has to do is pull his telephone records or computer usage records and can confirm what he is doing or not doing. In most cases he will be offered the chance to get help before he gets fired unless he is gambling with company funds or goods, then it is embezzlement.
Whistleblowers are protected from retaliation when there is a legitimate problem. It’s the people who “snitch” every time they get mad at somebody else, or make up false statements about someone else to get them in trouble that will get the “snitch” in trouble.
