leaflet b: What government positions are responsible for courting or outreach for new business on a local level?
I need to know how local government (maybe a council-manager type formation) courts developers and business to come and set up shop in their town/city; especially in regards to gentrification. Is it through some separate committee that they form or what?

They do that kind of stuff here in central Florida, but I don’t remember the name of positions. I think that three or four of the local counties put up some cash to form a group which goes around the country and the world to find businesses to come here.
I know I’ve read newspaper articles about this subject, but I never paid much attention to the details. You might want to contact your local city or county government to ask how they do it in your location.
