Were planning to go to cuba and my permanent resident card has expired…. can i still go .. if not what do i do ?

You need to wait until you get a new one. No, you can not come back if it is expired.
If you are spending US currency earned in the United States (through legal means) in Cuba then you are violating the embargo and will most likely not be allowed back in anyways.

NO! You cannot re-enter the U.S. if you green card is expired. How careless of you to let it expire! This card should be precious to you. You must keep it current. Also, it is illegal for American citizens or permanent residents to go to Cuba without a special license. See site below and red under Entry/Exit Requirements. Without a license to go, you could lose your permanent resident status. Freaks me out how green card holders can be so unbelievably careless about maintaining their legal status.
