When interpreting a law and applying it to a specific case, should Supreme Court justices take into account such factors as the circumstances that existed at the time of the law’s creation, and whether those circumstances have changed? Why or why not?

No. If the circumstances change, then it is the lawmakers responsibility to change the laws, not the courts. The laws are created for a reason, and how the law is written, and what the intent of the law was when written should be all that is considered.
