nauyxdyk: What procedure did the government use to select projects for the Stimulus package recently passed by Congress?
I think that the Executive Office of the President sent a questionnaire to the individual state government and the state government passed it on to local government.

Nothing was sent to State governments. The stimulus package was devised by the “Same Party – Good Ol’ Boys” procedure. If you don’t believe that, carefully read where the majority of the stimulus money is earmarked to go. Look very close at the pork projects included in the package and take note of the members of Congress who initiated them. If you open your eyes and mind to reality, you can understand what is happening in our government today. Basically nothing, but the same old, same old ways of doing things, only with new “players”.
