At what point does harassment become a crime? Is it a crime to follow someone home but not stop? It it a crime to call someone a few times wanting some information? When is it truly a crime?

tell them to stop, the moment they continue it is a crime. but you must first tell them to stop.
following you home is stalking call the police and report it at once. that way you have an official police report to back you up. You may need to file a restraining order. once that order is violated then the police have a reason to do something about it. Good luck. If you are in doubt then call the local police department and explain the situation to them and ask for guidance as to how to proceed.
