What government office would I go to?

MilitaryPolicemen: What government office would I go to?
I live in a small village, in Ohio. This village has had numerous issues with the handling of finances by the city council, i.e. Money disappearing, filling taxes late, and so on. As well as having the two local police ignore any complaints on anyone in the council. Who would I go to for the city to be audited?
