The start menu and desktop icons have suddenly disappeared. How to reach the till the control panel ?

jolly: The start menu and desktop icons have suddenly disappeared. How to reach the till the control panel ?
Only the desktop wallpaper is present, the right click is not working.
How to reach the control panel ( through the task manager, or any other method is also most welcome ) Pls help !

explorer.exe has probably crashed, Have you tried turning it off and on again?
