Taking in consideration the diagram in this webpage, do you know how to write the software application?

I mean I want to make it possible for the users to change the “template”, and the “result document” to be changed so that it is generated according to the template…

How to make this thing in any programming language…? I don’t care which programming language you use, but how to make it possible that the “template engine” to use a user-specified “template”?

Depends on this template specifications. If the user can change a background color, change an image, change things from thew place where they were originally is one thing you can also add other things depending on what is your site about. I suggest that you think about what do you want that your users can customize and define it as a template and then you should do some research about a programming language for it. So try to define your template well and the programming should be easier.
