Clinton was the last president who succeeded in balancing the budget. He did that due to a stock market bubble (dot.com bubble) that swelled federal tax revenues far more than expected.
And the bubble started bursting just before his successor assumed office.

That is called a business cycle. Yes, it was Clinton but that was using the Social Security Trust Fund and leaving an IOU. However, the Iraq War jacked up the deficit along with Bush’s tax cuts, just as it did under Reagan (tax cuts).Answer by Michon
