The guys are distracted (and can’t stare) so can they claim that it’s creating a hostile work environment? A type of sexual harassment.

I’d want to know why a woman is wearing a “cut top” and “miniskirt” at my work. I’d have a talk with the boss, tell him I do not approve, and want her to change into something more… respectable.

Indecent exposure is not equal to sexual harassment, if you even stretch the meaning of indecent. Would a guy in a speedo be sexual harassment? No, just a distraction.

Only if she is specifically targeting him and doing something of a “tease” could this be considered even close to sexual harassment. Or, if she was touching him in an unwanted manner, or staring at him in a way that makes him feel uncomfortable.

I think so. If work is in an office that style dress is not appropriate for business. If work is conducted poolside then maybe it is.

Dressing to provoke embarrassment by provoking sexual reaction is hostile.

No, it may be a distraction for the men there but that does not constitute to harassment. Now if she was to do something in a sexual manner, then he may claim sexual harassment IF he feels he has be harassed. Perhaps instead of trying to determine what is sexual harassment and what is a distraction, the guys should approach their supervisor and inform him that her not so businesslike attire is very distracting as it so unprofessional. =P
