Can a man have a penis on the outside and have a clitoris underneath? Also, would he need to masturbate more like a woman with pressure applied to the clitoris as opposed to rubbing the shaft of his penis in order to ensure ejaculation?

In the womb the fetus either develops a penis or has a clitoris. Their penis is like our clit.
