Yoi Otoshi wo!! (良いお年を！！）

means ⇒　Have a good new year!!

You can say:
明けまして おめでとう ございます｡ (Akemashite Omedetou Gozaimasu) which basically means “Happy New Years!”

both of the 1st two answers are correct. but you say it *after* new years, not before. any time in the first 5 days is best, but if it is someone you don’t see often, you can say it the first time you see them not unlike we do in the US.
