History has shown time and time again that no we cannot, that is why the codes are there.
No. In my hometown this year a piece of scaffolding fell of a skyscraper and killed a young girl and crippled her 9 year old brother and father. If history has taught us anything it is big business has absolutely no interest in the well being of man, all they care about is profit and economic efficiency. Building codes are in place for your protection.
