Why did he want the 3/5 ration for taxation and representation?

He saw it as a fair compromise that since it meant men “with no will of their own” (i.e. that couldn’t vote…slaves) should also become a tax burden to their owners…and thus derive some benefit by maybe disincentivising slave ownership.
