Is that still even a valid medical practice? And no, that’s definitely against the 8th amendment to the US Constitution, which outlaws “cruel and unusual” punishment.

I doubt we would have too many problems with spammers and hackers after that.

No but, he/she should have to read every email that they generated in it’s entirety. So, indirectly it has a similar effect.
