Either on New Years Eve day (or a day or two before that is fine, too) or on New Years Day. After New Years Day, you could also get away with it for a day or two, but after that, people will start looking at you weird and wondering if you have a calender or not.

You say Happy New Year on New Years day and for about a week after that. Before New Years you tell people to Have a Happy New Year.

Usually the week before & after New Years. I don’t think you have to wait exactly for New Years Day to say it.

It is safe to say Happy New Year before hand about one month and for a few days afterwards. We say Happy New Year as soon as we start wishing people Happy Holidays.
