Have a go with ‘Artrage’:
Use your own image file or create from scratch.
Add colors, different tools & brushes, palates; all kinds of very flexible features.
The freeware item is somewhat limited. Upgradable for hordes of effects.
Terrific interface & easy to use.
Freeware download.
