binks: What law outlawed a banks ability to suspend convertibility during the Great Depression?
Does anyone know what US law outlawed banks from suspending convertibility during the Great Depression, ultimately making it worse than what it could have been?

Are talking about converting paper money into gold?
Well the House Joint Resolution 192, merely suspended the gold statndard (common law People’s money) but did not replace it. HJR 192, 48 U.S. Stat. 113 (codified at 31 USC 5118(2d)
And, 73rd, 1st session by the passage of Executive Order 2039, on March 6, 1933 and Executive Order 2040, on March 9, 1933.
