Me and my friendswere planning on pulling sleds behind his car in un-plowed subdivisions, Im sure this is probably against the law, if it is which law and approximitely what would be the fine?

The law you would be breaking is the law of common sense. The penalty is death. Go find a hill to sled on.
This would probably fall under skitching laws. Skitching is an all-inclusive term for the activity where a person on a non-motor vehicle (includes rollerblades, bicycles, skateboards, or even tennis shoes on ice) hangs onto the back of a motor vehicle (typically a car) in order to gain more speed than is normally possible. The law varies from state to state, but it’s generally illegal because it’s extremely dangerous.
You may want to look up the skitching laws in your state. However, if you use rope to pull the sleds and someone sees you, it’d probably fall under reckless endangerment even if no one’s hurt.
