What is the best way to expose scammers online? Can scammers be stopped if they are exposed? What regulation is available in the US? Is there a repository for scam websites? How can scammers be blocked? I hope someone can answer some of these questions.

It’s called Internet Vigilantism. What people do is pretend to fall for the scam. Create a phony identity and email address. Then waste the scammer’s time by stringing him along as long as possible. When you get good at it, you can even waste his money by pretending to send Western Union money to another town, or other stuff like that. Answer by eldrisThe best way to stop scammers in their tracks is to educate people about them. Scams are usually really obvious IF you know what to look for or if you’ve encountered scams before.
For instance, emails saying you’ve won a large amount of money ask for enough details for people’s indentities to be stolen (phishing scams). If people were to stop being greedy and just think “wait, did I enter a contest with these people”, they’d realise it’s fake.
