Government business enterprise would be like General Motors right now along with the postal system and other government controlled agencies that compete with the private sector for the same customers (Public Utilities are quasi-government businesses). Government departments are agencies run by the government to normally enforce laws and regulations that suppose to protect the public like police, FBI etc. The IRS is an agency that is predatory and steals from the public sometimes purposely and for political reasons. Right now as an example, right wing radio and or television personalities always get audited by the party in control (Democrats).
Government Business Enterprise is like any business organisation preliminary to make profits.Government departments are part of the administration to offer Public services to the people and in return the public pays a nominal fee and the normal taxes..
