The best?
Something with a core i7 980X and 24GB of RAM. It could easily run you upwards of $ 3k.

For basic productivity, any new machine will be capable.

just buy a relativly cheap computer.
-Maybe look for a core i3 processor, or something dualcore
-an Nvidia card if youre into gameing,
-or an ATI card if you watch or stream alot of videos
-and at least 500gb of hard drive space
