The City of Toronto has a good tool on their website. By answering questions, it will tell you what permits you need.

You have to find a space to lease, you have to have a lot of money to lease it, you have to set up a company bank and lawyer. The lawyer will help you throu most of it. then you got to get registed, the lawyer will help you do that, and befor you can start serving food you have to have heath inspecter, building inspector and utility inspector.
