I have been w/ the same co. and working w/ this co-worker 4 yrs. She is always making rude comments to others and disrupting others while working. for ex. throwing papers off someones desk, coming up behind someone shaking their chair and yelling boo in their ear while on the phone w/ a patient/customer. sending confrontational emails. supervisor does not address the issues, but is aware. is it petty to report to a manager? or should i just let it go?

I would report it. She will get written up and stop the annoying behavior. No harm in that!
