can someone tell me, who knows, what the heck an international drivers license is.
to me it sounds a little strange that one would exist.

There is indeed such a thing, though I believe it’s more like a permit than license. It’s not required or even helpful, in all cases. For detailed information go to the Motor Vehicle Authority (or Department of Motor Vehicles) site in your state and you should find an option there for getting info on the IDL or IDP (permit). Or, you could try calling, but only if you’ve got plenty of time on your hands!
The International Driver Licence is good only in countries you do not live in. It is valid only with your regular licence from home. It is in 8 languages. It can be valid for several years, but expires the moment you neglect to renew your regular licence. Here is one of many links with information. Each country has an authorized issuer. In Canada, it happens to be CAA.
