I don’t own the property. It’s basically been abandoned for years. I have been putting docks in every spring and renting them out. Is this illegal?

Hmmm…trespassing, modifying someone else’s property without permission and running an illegal business. Yeah, I’d say you’re breaking the law. If the property is abandoned then the municipality would’ve seized it for unpaid taxes. If the owner has been paying taxes then it’s still owned. So someone does own the property, you’re just not sure who.
