Send the money to the other paypal account, the receiving account will be charged a fee on the money.

just go to the paypal website and click on send money
it will guide you and there is no fee
to transfer money

simple, go to the send money tab put in the amount you want to transfer and the email address of the account you want to transfer to, make sure that you mark it as a personal payment that way they are no paypal fees involved.
