If a man is sexually aroused, he doesn’t have a wife or girlfriend, and he doesn’t want to masturbate or get a whore/prostitute, how can he eliminate his sexual arousal quickly?

There are no quick psychological methods. You could use conditioned aversion with electric shock, but that’s painful, specific to the situation you’re in so you’ll have to do it a lot, and probably only effective for a few weeks so you’ll have to do it a lot all over again. Not many people are even doing conditioned aversion to arousal in the lab any more, to my knowledge.
If you want a pharmaceutical solution, take anti-depressants. Prozac, paxil, zoloft, cipramil are all well-known for suppressing sexual desire and ejaculatory reflex. I don’t think it’s a great idea to use anti-depressants off-label like this, but your life, your call.
I have heard of people successfully eliminating sexual desire through meditation, but that’s not my area of expertise.
