brita9: How does someone report a scam, is there anything that can be done about someone falsely promising money?
A private lawyer from England is contacting people via email stating that they are the only living relative and can apply for the millions of dollars (pounds) left to them. The process is long, costly, and asks for much personal information including a color copy of a passport. How can I be sure this is a scam? The fax number they have given me is 44-700-598-0371 for the Castle Trust Bank.

That sounds like the infamous Nigerian scam. Actually this scam started as early as the 1920’s, read about it here: https://www.snopes.com/crime/fraud/nigeria.asp

Here’s how to do the forwarding bit: click the crtl key and at the same time click the “forward” button to forward a message as an attachment, mac users should click the “apple” key and click “forward” simultaneously.
Answer by tygerThe other responses are correct. It is a scam. Report it to the FBI (you are in the U.S., aren’t you?). The link is under the Contact Us section at the top left of this page https://www.fbi.gov/
