I need to make my desktop screen appear in my webcam window instead of what the webcam sees. I don’t mean something like point the webcam at the computer, I want my computer screen to be displayed instead of my webcam.

you can get a screen dump program off source forge it will take 15 fps screen shots of desktop and you would link in to msn or irc

cam studio will let you take video of your desktop I’m not sure you how to broadcast from it but you can send them the file and tell them what they are looking at if nothing else.
the descriptions says you can stream from it.
