Unless she signed a form listing you as someone that info can be released to, no.
You are correct. The Reasons that this was enacted was because there was a huge outbreak of syphilis here some years ago. This seemed to occur in in the Dallas,Fort Worth area. Girls were going to their school nurse with cramps and bleeding, being sent home to return to school the next day to repeat this again. They would not or could not go to their parents with these issues or the parents discounted this as normal menstrual activity. So when a few of them were hospitalized the state lowered the age for std testing and consent. This is the same age that a teenager can be given condoms or std treatment or counseling. This has been challenged in court a couple of times but it has failed to be overturned. It is a good thing from a std control standpoint. Not a good thing from a parental standpoint. But it comes from not being open about sexuality. These kids get in over their heads and will die before they tell their parents that they have had sex. It is tragic. Good luck with this.
