My fiancee is deployed in Qatar, how is the wifi signal and telephone wires there. He tell me that they go down a lot. Is that true? Please tell me how and what would make the wifi and telephone lines go down. Can the army, base, shut down telephone lines at their convenience?

Yep, they sure can. Currently everyone over here is trying to reduce “un-offical” bandwith, so phone lines and wi-fi get cut. We just lost all the phones in our rooms in an effort to cut down on the bandwith useage.
yes and yes.
he is not there to have unlimited/unrestricted/reliable phone or internet access. he is there to do a job. communication can and WILL be restricted at any time for Security purposes.
he will NOT be able to call you whenever he wants.. or as often as you want him to. it may be limited to length of calls too.. the DSN calls can be any where from 10-30 minutes at a time.
When DH was over there, it was one ten minute call a week, period and they were VERY quick to cut you off at the 9:59 mark.
