kip: Can Toon Dark Magician Girl be special summoned other than by tributing monsters while Toon World is active?
In other words, can “Call of the Haunted” or Premature Burial” bring her back while Toon World is active?
Why is it that she can’t be discarded?

Only if she was summoned and then destroyed earlier in the game. In other words, you can’t discard her from your hand, then special summon her.
Yes, she can, ignore what the above poster said. Her effect requires Toon World to be on the field in order to be special summoned in any way, ie call of the haunted, magician’s circle, etc. Her effect then states that when she is in your hand you can special summon her by offering a monster as tribute, but notice it doesn’t say “this monster can only be special summoned by…”Answer by Mac Dauwg
She can only be summoned back if she was already used and is in your graveyard.
