tbnationsfirst: Can I pay an NYSE Member company for use of their trading license in order to trade on the NYSE Floor?
As an individual, sole proprietor, or in the form of a general partnership
If I can, then all I need is a broker to make trades for me on the floor? How do I become a specialist so I can make trades for my own account.

You can lease a membership from an owner.
The problem with your plan is that floor traders aren’t allowed to trade for their own account unless they’re a specialist. If you’re not a specialist, and you won’t be, you have to be a broker executing trades for others.
