R H: What part of the US DoD budget is attributed to software licenses, versus research?
For example, if a research effort required the purchase of 30 licenses of windows, would that be budgeted as RDT&E money, or would that be procurement? Where might I find information to assess the values?

It would be billed first to that individual section, so lets say that the DoD officers guarding the gates needed something, that money would come out of the DoD Gate Guard budget. You probably can’t find it if it is not on the DoD.gov website. The government really doesn’t want you knowing exactly how they spend there money because then there would be questions and people liable and all that “nasty” stuff. I am assuming if it would go into their software budget because it is software, and DoD allows people to have copies of software so I am sure that it is the software budget and the research group just takes what they need from it.
