Someone told me you MUST use blue or black pen during the AP english/language exam. Is it okay if I use a #2 pencil?

It depends on the instructor, really. I use #2 pencils on all of my exams, but just to make completely sure, consult your teacher before the exam.

You use a pen for the writing portion of the exam. Pencil smears in shipping and can make your writing completely illegible and nervous students often rip holes when erasing. If you make a spelling error, miss writing a word, or decide to change your writing topic you just scribble it out and continue onward. The examiners know this is not meant to be a final copy, they realize you’re under time constraints. They don’t mark you down for crossing out portions of your writing.

I would use a pen
