Not necessarily. Full development of breasts can take 6-12 years, but size is not a good determiner of how long a woman has had breasts.

Actually, if you want to judge the age of breasts, judge by thickness and lumpiness. Thicker breasts tend to be younger than thinner breasts due to the spreading of ducts and other tissue. When breasts start to develop, everything is clumped together in the center. As breasts mature, the thickness in the center spreads and gets thinner as it spreads.

If someone starts growing breasts later in life (say due to transsexualism and hormone usage), the breasts will be “younger” than those of similar-aged women. A 40-year-old TS, for instance, who has been on HRT for only a couple of years, would probably not benefit from a breast exam. The tissue would be way too thick to provide any useful readings. Any lumps, which would most likely be normal new breast tissue, could give false positives.

Smaller breasts look better as a woman ages. Men tend to prefer smaller breasts as they get older, because they’ve seen what happens to larger breasts when a woman ages.
