to let the pressure from inside to come out (not the plane) but to circulate throughout the cabin
In the unlikely event of an emergency; decisions are made based on the situation at hand. It would be good to know what’s going on outside that window and if you are incapacitated or panic struck into a world of non-compliance it would be good to have the view from the window unobstructed.
Added: mjk has a good point. You said curtain. and he’s right. It needs to be tied back so it won’t impede or interfere with evacuation in the event of an emergency. If that’s your question, give the points to mjk.
Answer by TechwingThe window shades must be opened so that the situation outside the aircraft can be quickly assessed in the event of an emergency that may require evacuation. Having the shades open allows the crew and passengers to see which exits are safe (no fire or debris, etc.) and what is happening outside the aircraft (fire, smoke, etc.).Answer by mjk
If you are truly asking about a curtain, i.e. the cabin class curtain some airlines have between first class and coach, its for emergency egress situation, so as not to impede escape, should the need arise.
If you are speaking of window shades, its so one can see outside, for the same reason, i.e. so one can make an earlier decision on which side to exit the plane in an emergency situation.
