i bought a phone from a seller from romania and i sent him/her my full payment for the phone. he/she didnt response to my email since he/she received the money that i sent. In other words, he/she stole my money. My current location is here in America, so where should i report that seller to help me to retrieve my money?

did you pay with a credit card?
if so contact credit card company
if you paid by paypal?..
contact paypal
if with a check.?. contact bank and see if they can help

Sorry because of the amount of money is small (perhaps not to you), it is not worthy of major police effort. Moreover, there are ways to obfuscate the agreement so that there is no violation of the law. You lost your money.
