i have $ to invest and i dont want to do anything illegal or risky.
im thinking about buying a house and renting it out.

it would be in a beautiful vacation area near the beach. great for rentals but the housing market is down here in FL. i plan on flipping the house in at least 10 years
and i have a lot of $ . i dont need to work. i just want some income. then flip the house

I am sorry, but there is no good way to make $ $ $ without getting a job. For example, being a day trader for stock, you still need to “WORK”. You need to analyze and understand the position of the stock and when to sell or buy. Another example, if you want to be a pro poker player, you still need to use your head, which is still “WORK”. So basically, there is not good way to make $ $ $ without a job unless it is illegal or risky.
Well it really depends on how much money you have to invest.
As others have said you could buy a house and rent it out, but this presents a couple of problems. First, you need to have a realistic amount of money to buy a house, do repairs, and maintain a certain level of cash for repairs. It is also best if you know how to fix things in this house, because if you start hiring contractors to do repairs, you will lose whatever profit you are making. Also, you sound like you want this to be your source of income, so how much extra do you think you could get off of each house? I know in our area, they only make an extra 100-200 per rental, so unless you have very limited needs, or 5-8 houses, I’m not sure it is likely to work out.
