What is this scam when people hold notes for you to read in the parking lot?

Luke arrived 8-30-09 <3: What is this scam when people hold notes for you to read in the parking lot?
If anyone else has experienced this or heard about it please answer my question. I have noticed people hanging out in parking lots and holding little index cards that appear to have some kind of sympathy plea written on them. I have not read the notes in their entirety, but that is the vibe I get. Does anyone know what this scam is?
