You will have a tough time to just throw a link to a blog post in at SEOMoz, although that is the gold standard in research for the SEO industry.

You might check out searchenginewatch, and seochat (as previously mentioned) is a good one, and webmasterworld.

I think overall, your question is misplaced. You want traffic, but it sounds like you want to drop an article and watch traffic come. You should be engaged in these sites first, and add valuable content on your site that answers the questions on those sites first. A must better first impression to make than something that could be seen as spam.

If you are looking to network with fellow webmasters, especially with those who are within the same niche and learn more about SEO, SEO Forums definitely the right place. However, most SEO forums will only allow you to attach a “signature” where you can add your websites URL. If you want to get more traffic by posting your blog posts, you may want to consider submitting your posts to different article submission sites. You will be able to get quality back links and get targeted traffic.
