if you really want a good virus, you have to use C or C++ for the ease of programming. but if you want a more flexible language, try assembly language.

A simple text editor and compiler will do.
You will have plenty of time to improve your knowledge in your cell.

Well, Batch and VBScript are simple yet can form the basis of virus scripting.
C++ is powerful and professional
Visual Basic is flexible and easy
Browser Scripting is very accessible to other computers
