Allyson: What is the best brand of hockey gloves to get when you first start?
I am going to go out and play hockey next year and was wondering what is best even when on a budget?

Ones that fit comfortably on your hands. You don’t say how old you are, so I can only base this on adult size gloves.
Since you are not playing till next year, get your gear at season end. Where I am places usually have sales in April / May to get rid of hockey stuff. I picked up a pair of $ 90 gloves for $ 60. Basically last year’s inventory has got to go. Then during the summer take skating classes and learn to use the gear, especially the skating.
Look for good protection, and flexibility. Don’t worry about brands. Finding ones you like are more important than the brand name.
Low cost gloves tend to be stiffer, think in the $ 30-50 range. They might also reduce your sense of touch and feel of the puck on your stick. You might not be able to open your hands quickly to grab pucks out of the air. Worse is a glove that is so stiff you have to work to open your hand off your stick. (I know two hands on the stick at all times, but sometimes you need one.)
The medium price bunch $ 50-90 gets a lot more comfort and flexibility. That price tag drives me nuts. Look for sales on those.
Then there the super light, super deluxe, soft as suede gloves, out of my price range. Do they make me better? Nope. Practice on and off ice will make me better and faster than a pair of gloves.
