It may have originated from people in the past actually ringing a bell when the new year arrived, but today that phrase simply means to welcome and embrace the new year, either just mentally or actually celebrating! 🙂
People used to believe that loud noises would chase away the bad luck in the coming year, so they rang bells, and banged pots, and shot off fireworks, and generally made any noise they possibly could to chase off the bad luck for the coming year.
Typically an English saying, though now the custom has spread worldwide.
