I have a costume party coming up soon, and i have a little pink dress that i would like to wear, but have no idea what character i could go as in it. The party is a cartoon character theme.

Short black hair/wig = Betty Boop
Short blond hair/wig = Lisa Simpson in formal wear

If your looking for something related to anime I suggest working on other features of that character so you are recognizable as them in any form of clothing.
