Wile E. Coyote has them, Wario and Waluigi have them, and a number of other cartoon characters have them. They are usually used to make a character look sinister. What are these dark bands around the eyes called?

I don’t think they have any specific name. They could perhaps be called “Raccoon-eyes”, because their surrounded by black…
But it’s just a detail, really. Just a way to draw their eyes to give them a specific look/expression/personality, in this case, to make them look dark, plotting, and menacing.
