okay one difference is that the national campaigns are paid for by the taxpayers (aka us) while the local campaigns are paid for through benfactors, businesses, and donations

another difference: To a greater extent than on the federal or state level, the local governments directly serve the needs of the people, providing everything from police and fire protection to sanitary codes, health regulations, education, public transportation, and housing. (wiki)
