Depends on the size of the child. I was riding full sized horses at 8. Never rode ponies. My sister was married to a cowboy out in New Mexico years ago. His kids from a previous marriage (he was a widower) never rode ponies. I watched his son in a rodeo goat roping contest. They had to ride out on their horse, jump off and run up, tackle a goat and tie it’s feet.
He came out of the gate at a full gallop on his horse (full sized quarter horse), brought the horse to a screeching halt and at the same time launched himself off the saddle and didn’t touch the ground for probably 10 feet. He hit the dirt rolling came up on his feet, hit the goat with a flying tackle and tied it off with the winning time.
He was 7 years old and probably weighed all of about 75 lbs.
But here’s a good rule of thumb to go by:
If your feet are dragging the ground, it’s time to move on up to a bigger horse.
